FINES & FEES ASSISTANCE PROGRAM

Together, we can ensure all citizens, including returning citizens, aren’t forced to choose between having a say in our society and putting food on the table.

Why We’re Doing It

Central to American ideals is the belief that the power to shape our government – and our society – lies with the people. In 2018, Florida voters went to the polls with that goal in mind. They overwhelmingly voted to pass Amendment 4 — a citizen-led ballot initiative to restore voting rights to returning citizens or people with past felony convictions. This was the largest expansion of voting rights since the Civil Rights Movement.

However, for the vast majority of Florida’s 1.4 million eligible returning citizens, Amendment 4’s promise is still not within reach.

The state enacted a policy legislation that requires returning citizens to pay fines and fees associated with their past cases. This financial burden has created yet another barrier to accessing the ballot box, forcing many returning citizens to choose between paying fines and fees or putting food on the table.

We must remove obstacles that block returning citizens from their freedom to vote and ensure the true intent and spirit of Amendment 4 is fully implemented.

How It Works

Florida Rights Restoration Coalition’s (FRRC) Fines & Fees Program helps returning citizens find out how much they owe in fines and fees, navigate the process, and clear the path to their being able to register to vote.

FRRC works closely with stakeholders across Florida to coordinate the use of the court system and current legal provisions to connect returning citizens with attorneys who will work to get their fines and fees waived or modified to community service.

In addition, FRRC has developed an Attorney Assistance Program for pro bono attorneys interested in assisting returning citizens through the fines and fees appeal process and advocating for relief as needed on a case-by-case basis.

Returning citizens with questions or uncertainty about their fines and fees should still apply, as our team addresses each applicant’s submission individually.

Are you an attorney interested in pro bono work?
